After the attacks on the Twin Towers, a genius software developer was approached by the US government to produce a machine that gathers together data from every CCTV camera, every computer, every telephone and all other devices in an effort to study patterns of behaviour and predict where and when the next devastating terrorist attack will occur.
The developer is reclusive billionaire Harold Finch. He delivers ‘the Machine’ to the government, which then focuses its efforts on thwarting the next big attack. But Finch’s machine is so vast in its scope that it can predict lesser crimes. Through a back door in the programme, he is secretly supplied with the social security number of an individual who reaches the top of the Machine’s list. However, Finch does not know whether this person is the potential victim or the perpetrator of whatever crime is imminent.
Finch’s plan is to bring pre-emptive justice to the streets of New York, with the help of someone who has hit rock bottom - one John Reese, a former CIA agent widely presumed dead but now living off grid in the city...
